Третий Международный форум «Инновационное развитие через рынок интеллектуальной собственности»
Третий Международный форум «Инновационное развитие через рынок интеллектуальной собственности», который прошел  26 апреля 2011г. в Международном университете в Москве, собрал около 200 участников из 18 стран мира, в том числе из стран СНГ, Великобритании, Германии, Израиля и США. Форум проводился в рамках Международных дней интеллектуальной собственности под эгидой ООН и  является их центральным мероприятием в сфере интеллектуальной собственности, как для России, так и для стран СНГ.
Постоянными сопредседателями оргкомитета Форума являются: Председатель Счетной Палаты России С.В. Степашин, Президент Российского союза товаропроизводителей, председатель Комиссии Совета Федерации по естественным монополиям Н.И. Рыжков, вице-президент Российской академии наук, академик С.М.Алдошин, руководитель Россотрудничества Ф.М. Мухаметшин, Председатель Исполкома СНГ С.Н. Лебедев. В состав оргкомитета  Форума входят также Г.Н.Бурбулис проректор Международного университета в Москве по инновационной деятельности; Г. М. Черней генеральный директор Агентства по инновациям и трансферу технологий  Национальной Академии наук Молдовы, Станка Д. Шопова – Председатель Правления Фонда «За устойчивое развитие Болгарии».  В качестве дирекции Форума выступал РНИИИС – единственная в России научная организация, специализирующаяся на проблематике интеллектуальной собственности.
Многие из представителей оргкомитета выступили с докладами в ходе Форума. Целями и задачами Форума стали – обобщение опыта антикризисного   и инновационного развития через формирование рынка интеллектуальной собственности в России и зарубежных странах в 2010 г.; определение потребностей и возможностей технологической модернизации на основе национальных инновационных технологий в странах СНГ, определение проблемных и перспективных вопросов инновационного развития и подходов к их решению на национальном и международном уровнях, в том числе при формирования единого рынка интеллектуальной собственности в странах СНГ и за рубежом, а также проблем защиты интеллектуальной собственности и условий их решений в рамках Таможенного союза, развитии инновационной инфраструктуры и подготовки инновационных кадров с учётом опыта Евросоюза, США, Китая; расширение и укрепление межрегионального и международного делового инновационного сотрудничества, в первую очередь с государствами–участниками СНГ, содействие развитию деловых контактов между организациями и предпринимателями, вовлеченными в оборот интеллектуальной собственности, а также привлечению инвестиционных ресурсов к перспективным инновационным проектам, а также выработка рекомендаций для национальных и международных органов власти, науки и бизнеса по разрешению проблем инновационного развития, формирование механизмов усиления интеграции инновационного экономического развития в рамках СНГ.
Председатель Государственной Думы РФ Б.В.Грызлов, приветствуя участников Форума, признал, что выход российской экономики на траекторию инновационного роста является ключевой задачей стратегии-2020.   В этой связи сегодня особую значимость приобретают вопросы, связанные с развитием института интеллектуальной собственности. Важно, чтобы принятие законодательных мер сопровождалось широкой общественной дискуссией. По словам Б.В. Грызлова, только объединив усилия государства, науки, бизнеса, мы добьемся успеха в процессе создания и внедрения новых технологий.
От имени Исполнительного комитета СНГ участников Международного форума приветствовал председатель Исполнительного комитета — исполнительный секретарь СНГ С.Н. Лебедев. По его оценке, широкий спектр целей и задач прикладного и практического значения, ежегодно  обсуждаемых на Форуме, привлекает к участию в нем большое количество специалистов в области интеллектуальной собственности из России и государств – участников СНГ. Эта заинтересованность продиктована актуальной необходимостью расширения и укрепления экономического сотрудничества на постсоветском пространстве. С.Н. Лебедев выразил надежду, что итоги настоящего Международного форума послужат вкладом в процесс перехода экономики стран СНГ на инновационный путь развития, будут способствовать дальнейшему формированию правовой базы охраны и защиты интеллектуальной собственности.
Форум также приветствовали Руководитель Администрации Президента  Российской Федерации С. Е. Нарышкин,  Председатель Верховного Суда РФ В.М.Лебедев, Председатель Счетной палаты России С.В. Степашин, Генеральный прокурор РФ Ю.М. Чайка, Председатель Комитета Государственной Думы  по образованию Г.А. Былыхин, ректор Международного университета в Москве С.Н.Красавченко.
Приветствия Форуму от представителей органов власти РФ и СНГ еще раз подтверждают тот факт, что со стороны властных структур данной проблематике уделяется особое внимание.
По оценке многих участников, Третий Международный форум, благодаря которому понятие «рынок интеллектуальной собственности» приобретает все большую популярность, стал хорошей дискуссионной площадкой специалистов для обсуждения проблемных вопросов по развитию рынка интеллектуальной собственности на межгосударственном, национальном и региональном уровнях.
В первой половине дня было заслушано и обсуждено 8 пленарных докладов.  В.Н.Лопатин — директор РНИИИС, заведующий кафедрой интеллектуальной собственности и информационного права МУМ при  презентации  проекта  государственного доклада «О состоянии правовой охраны и защиты интеллектуальной собственности в Российской Федерации в 2010 году» особо остановился на истории и причинах потери Россией конкурентных преимуществ на пути к инновационному развитию и предложил пути их решения.
Также были представлены доклады Б.П. Симонова – руководителя Роспатента, доктора технических наук –  «Интеллектуальная собственность как условие инновационного развития в странах СНГ»; А.М. Тарасова – заместителя генерального директора ФГУ «ФАПРИД» при Министерстве юстиции РФ – «Электронные технологии как эффективный механизм управления РИД», А. В. Рузаева – директора Международного инновационного центра нанотехнологий СНГ», заместителя директора Объединенного института ядерных исследований –  «Проблемы и перспективы формирования рынка СНГ в сфере наноиндустрии; Г. А. Чернея – генерального директора Агентства по инновациям и трансферу технологий Национальной Академии наук Молдовы – «Опыт и проблемы государственного участия в создании инновационной инфраструктуры, развитии инноваций и трансфере технологий: на примере Республики Молдова»; Б. П. Павлова – вице-президента, управляющего Филиалом «Газпромбанк» (ОАО) в Республике Татарстан, Председателя Республиканской межведомственной комиссии по развитию наноиндустрии Республики Татарстан, советника Премьер-министра Республики Татарстан – «Приоритеты инновационного развития  через рынок интеллектуальной  собственности: опыт Республики Татарстан»; А. А. Пискунова – аудитора Счетной Палаты РФ – «Проблемы финансового контроля в сфере бюджетного  финансирования НИОКР»; В. В. Дорошкова –  судьи Верховного Суда РФ, секретаря Пленума Верховного Суда РФ», доктора  юридических наук – «Проблемы защиты  интеллектуальной собственности и условия обеспечения ее эффективности» и Г. М. Голобоковой – начальника управления по инновационной политике Администрации Магаданской области, доктора экономических наук – «Инновационный потенциал особых экономических зон и условия его реализации при модернизации».
В.Н. Лопатин  как модератор на пленарном заседании обратил внимание присутствующих на тот факт, что Татарстан стал единственной республикой, руководители которой приняли решение о разработке первой на постсоветском пространстве региональной программы развития рынка интеллектуальной собственности.
Насыщенная программа мероприятия также включала в себя проведение дискуссии «Как умному стать богатым», круглого стола по проблеме «Интеллектуальные вызовы технологической модернизации в странах СНГ. Условия и проблемы формирования рынка интеллектуальной собственности» и Международного семинара «Управление и защита интеллектуальной собственности в институтах и  университетах (бизнес – инкубаторы и технопарки): практика ЕС и СНГ (в рамках реализации проекта Европейской Комиссии «Tempus-Mercury»).
В рамках Форума также были подведены итоги  Всероссийского конкурса «100 лучших изобретений России», где призеры из рук Руководителя Роспатента Б.П. Симонова  были награждены памятными дипломами.
В обсуждении проблемы, заявленной на круглом столе, приняли участие С. А. Обрезанов – советник Руководителя Россотрудничества, А. В. Одинцов – главный научный сотрудник 7 НИЦ ФГУ ВНИИ ГОЧС (ФЦ), доктор технических наук; М. А. Голофаева –научный сотрудник РНИИИС; О. Б. Павлова – студентка  Казанского (Приволжского) федерального университета (юридический факультет); М. А. Солдатов – студент  Казанского (Приволжского) федерального университета (юридический факультет).
В своих выступлениях участники Форума отмечали тот факт, что  Россия, как и другие страны СНГ  значительно отстают от Европы и США в создании  и развитии рынка интеллектуальной собственности.
По мнению директора Израильского инновационного центра при Ассоциации предпринимателей Израиля, Бени Брискина, одна из основных сложностей ведения бизнеса в России, заключается в том, что российские изобретатели не доверяют зарубежным партнерам, опасаясь, что их идеи будут украдены. Этого бояться не стоит, считает Б. Брискин. Использовать чужие идеи не в интересах солидной фирмы, поскольку без соблюдения баланса интересов авторов и инвесторов инновации не возможны.
Одним из ориентиров может служить и выступление менеджера по развитию бизнеса IBM в России и СНГ Майкла Вирта, который показал, что рыночные отношения в сфере интеллектуальной собственности не только возможны, но и необходимы. И ведущая корпорация, занимающая лидирующие позиции в мире, определяет в качестве стратегии наращивание усилий по продажам интеллектуальной собственности. По словам представителя IBM, основная экономическая парадигма XXI века – это переход к рынку интеллектуальной собственности, что подтверждается статистикой мировой торговли. Теперь доля «четвертой корзины», основу которой составляет интеллектуальная собственность, существенно растет из года в год.
В качестве положительных примеров были приведены факты создания центров интеллектуальной собственности на базе Сибирского государственного медицинского университета, Дальневосточного государственного технического университета, Иркутского государственного технического университета, а также ряда университетов центральной части России, деятельность которых опирается на признанных технологиях решения задач управления результатами интеллектуальной деятельности, содержащихся в УМКД, разработанном специалистами РНИИИС.
Всего на площадках третьего Международного Форума было заслушано более 30 докладов. По итогам обсуждения был принят итоговый  документ Форума с учетом предложений и рекомендаций участников мероприятия. Очередной четвертый Международный Форум «Инновационное развитие через рынок интеллектуальной собственности» состоится  26 апреля 2012 г. в Международном университете в Москве. Joint PhD Programme in Diversity Management and Governance

The three-year English-taught Joint PhD Programme in Diversity Management and Governance offers specialized interdisciplinary and comparative academic training in the study of various forms of diversity, be it ethnic, cultural, linguistic, regional, religious, social or sexual, and its management. Conflict prevention and management theories, reconstruction and reconciliation of divided societies after violent conflicts and political tensions, integration policies and the establishment of good governance throughout Europe are in focus in this Joint PhD Programme.

Graduates of master studies or equivalent from the following fields can apply and can be admitted: Law, Economics, Social Sciences (Political Sciences, Sociology, Political Geography, Demography, Gender Studies, Psychology), Humanities (History, Philosophy, Linguistics, Cultural Studies). Graduates from other fields of studies can apply and be admitted only in case the completed programme is judged to be suitable content-wise by the university for which the student applies.

Since the language of instruction in the PhD Programme is English, students whose first language is not English must demonstrate a high level of competence in English through the provision of a language certificate. This certificate is not necessary for students who graduated from a study where English was used as the main medium of instruction.

Doctoral Scholarships in "Information Management and Market Engineering"

The Graduate School is a joint program by the departments of economics, business administration, computer science, and law of the Karlsruhe Institute of Technology (KIT), formerly Universität Karlsruhe (TH). Alongside their PhD research, scholars attend relevant courses and carry out joint research in the framework of an interdisciplinary seminar. The working language within the School is English, and theses may be written in either English or German.
Financed by the German Research Foundation (Deutsche Forschungsgemeinschaft - DFG), the scholarships amount to € 1.468,- per month for 30 months; in addition research and travel funds and – if applicable – teaching funds will be provided. Depending on a student’s academic background and research topic, the degree of Dr. rer. pol., Dr. rer. nat., Dr.-Ing., or Dr. iur. (the latter in cooperation with the law faculty of Universität Freiburg) may be awarded.
Both current PhD students and alumni have appreciated the interdisciplinary nature of the Graduate School. Recent research of members of the Graduate School covers, for example, the role of news in financial markets, auction-based approaches to controlling traffic flows, the trade-off between privacy and efficiency in electricity markets, as well as both technical and economic questions related to the next generation internet. A large share of students has an international background. Having completed their PhD, alumni of the School have shown to be successful both in industry and academia and have built a strong network within and beyond the Graduate School.
Successful candidates will have an excellent academic record, including an advanced degree in one of the aforementioned disciplines, be fluent in English, and show an interest in interdisciplinary work. The university is committed to increasing the share of women in research and especially encourages female candidates to apply. Scholarships commence from October 2011 onwards; the date of entry may be deferred in both directions for a limited period.

Eligibility: Candidates should hold a PhD in a relevant area of ecology, and ideally have previous postdoctoral experience. Knowledge of aquatic ecosystems and metabolic theory is essential, and an understanding of food web theory is essential. Candidates need to be able to demonstrate an ability to work independently in remote field locations. A strong track record of producing high-impact peer-reviewed publications should be demonstrated in the application. Training can also be given where needed and there will be opportunities to attend international conferences.

Scholarship Description: A postdoctoral research fellow is sought with an interest in climate change and food web ecology. The successful applicant will use a range of techniques, including: empirical surveys, field and laboratory experiments and mathematical models to quantify how environmental warming affects the structure and dynamics of stream food webs across multiple levels of organisation, from individuals to ecosystems.
This post will be working under the primary supervision of Dr Guy Woodward (QMUL), and also working with Co-PI Dr Dan Reuman (Imperial College London) as part of a wider collaborative effort with a range of international experts, including Dr Owen Petchey (University of Zurich). This is a three-year, full time position, funded by the U.K. Natural Environment Research Council starting in July 2011 or as soon as possible thereafter. The starting salary is £42,029 per annum including London allowance. Benefits include 30 days annual leave and final salary pension scheme.

Job Description
We are looking to recruit an experienced Developer to join the Literature Services Team at the European Bioinformatics Institute (EBI) located on the Wellcome Trust Genome Campus near Cambridge in the UK.
UK PubMed Central (UKPMC: ukpmc.ac.uk) is a repository of 2 million full text biomedical research articles, supplemented with over 25 million abstracts, database links and citation information. In addition, the content is semantically enriched through the application of text-mining techniques to allow the development of new features within the context of other public biomedical data resources.
The project is entering a new phase of development from July 2011, and will be led by the EBI. The EBI is responsible for hosting core databases for biomedical research, including UniProt (proteins), Ensembl (genomes), PDBe (protein structures) and ArrayExpress (gene expression). The scientific literature is an essential part of these data collections, providing the functional description and biomedical context for the information.
We are looking for experienced and self-motivated individuals to develop UKPMC. This is an excellent opportunity to contribute to an ambitious project that aims to become the literature resource of choice for life science and biomedical researchers in the UK, Europe and beyond.
The position reports to the Team Leader for Literature Services.
